The Home Office has clarified that the Tier 1 Investor Visa Scheme remains open for business. After initially announcing to Ministers that the scheme was to be closed to new entrants whilst changes were made (as reported here), the Home Office has now confirmed that it will still be possible to apply for a Tier 1 Investor Visa whilst the rigorous new checks and authorised investment vehicles are put in place.

The two principal changes are the requirement to have held the investment funds for at least 2 years prior to the date of application, and a requirement for applicants to submit to an independent audit of their finances and business interests.
The introduction of an audit prior to the grant of a Tier 1 Investor visa will significantly lengthen the application process. If you are considering applying for a Tier 1 Investor visa, we recommend that you apply now before the changes are introduced.
